AB - A portrayal of the plight of German- language newspapers during the First World War. Quoting frequently from the "Berliner Journal", the author suggests that the date of the legislation was connected to the proposed Imperial News Service being considered by the supervisor of the Canada Department of Public Information, N.W. Rowell, in 1918. The legislation is seen also as part of the federal government's support of provincial legislation to discourage bilingual schools.
