AB - A discussion of the power of community elites in Berlin/Kitchener and Waterloo. The author reports systematic analysis of the economic, political and associational roles of community leaders, based on evidence of wealth, business success, occupation, municipal office-holding, ethnocultural background, church affiliation and participation in boards of trade and other voluntary associations. Two "concrete decisions" are compared to illustrate how community leaders exercised their decision- making power: the municipal "industrial policy" of bonusing manufacturers from the 1870s, and the city planning movement of 1912-14.
