Though the author notes the general indifference of early Waterloo settlers to politics, he chronicles the background to the 1837 Rebellion, political contests from the 1840s, and the development of municipal government in Wellington District and Waterloo County. All wardens of Waterloo County from 1852 to 1881 and members of the county council in 1881 are named. The value of histories by P.E.W. Moyer and James Young is acknowledged.},
